About the role - Kōrero mō te tūranga
The Development Policy and Performance Division provides strategic direction, governance and quality assurance for New Zealand’s International Development Cooperation (IDC) Programme. The Division ensures the IDC Programme is well planned, effectively monitored, delivers results, and meets international and domestic accountability standards.
As the Senior Data and Reporting Analyst, you will be part of the Portfolio Management Unit (PMU), a central business unit responsible for planning, performance management, risk oversight, and reporting across the IDC Programme.
This is a influential role providing expert data, reporting and business intelligence advice across PDG. You will lead complex reporting work, support evidence-based decision making at senior levels, and provide leadership on reporting tools, systems and data quality.
As a Senior Data and Reporting Analyst, you will:
- Provide expert advice on budget analytics, performance reporting and results monitoring for the IDC Programme
- Design, develop and manage high quality technical reports for senior leaders, Ministers and external stakeholders
- Deliver insightful data analysis that supports strategic decision making and continuous improvement
- Provide expert guidance on the Ministry’s Aid Management System (Enquire), reporting layers and data warehouse
- Lead and advise on reporting change requests, service incidents and system enhancements
- Meet international reporting obligations (including OECD DAC) and strengthen transparency and accountability
- Assist with the management of external suppliers and panels, ensuring strong delivery and compliance
- Develop innovative approaches to presenting data and communicating results
- Maintain reporting documentation, guidance and training materials

- Monitor and improve data quality across PDG systems and reports

- Provide leadership and mentoring to Data and Reporting Analyst(s)
You will also contribute to broader policy and programme work, including supporting monitoring and evaluation, humanitarian response monitoring, ministerial servicing, and international engagement activities as required.

The salary range for this role is $127,417 to midpoint $149,902 total remuneration, inclusive of our KiwiSaver employer contribution. We expect to appoint around depending on your level of experience.
Who are we looking for? - Mā wai te mahi nei?
- Significant experience in data analytics, reporting and business intelligence, ideally in a complex public‑sector or policy environment
- Advanced skills in report development, data analysis and performance monitoring
- Advanced capability in data visualisation and analytics tools, with experience developing and validating dashboards and translating complex data into clear insights (e.g., Power BI, SQL, MS Excel).
- Strong technical understanding of enterprise reporting systems, data warehouses and data governance
- Demonstrated ability to translate complex data into clear, audience‑focused insights
- Experience advising senior leaders and working across organisational boundaries
- Proven leadership capability, including coaching and mentoring others
- Sound judgement, political awareness and strong stakeholder management skills
- A commitment to public service values, Te Tiriti o Waitangi obligations, and inclusive ways of working
- Experience with international development, results‑based management, or large‑scale programme reporting will be highly regarded.
