Facilities Manager, NZ Embassy Moscow

 

The New Zealand Embassy in Moscow is recruiting a Facilities Manager to oversee the reliable and safe operation of its properties. 

 

  • Fixed term international assignment with the Ministry of Foreign Affairs and Trade to its Embassy in Moscow for a period of three years.

 

The role will work with stakeholders, including asset management staff based in Wellington, and external service providers to deliver effective facilities management and maintenance programmes.

 

 

About the role - Kōrero mō te tūranga

 

The Faciltities Manager is accountable for the reliable and safe operation of the properties the New Zealand Embassy occupies. Key accountabilities include maintenance and asset management planning of these properties.  Other responsibilities include managing and implementing maintenance tasks, supporting security and IT systems, and other general services to assist the embassy to achieve its operational objectives.  The role provides facility management expertise to identify and implement maintenance requirements, monitor performance standards, resolve technical issues and manage the operational aspects of all maintenance activity and capital investment programmes.  This is an excellent opportunity to work offshore for the New Zealand Government in a role requiring technical, building services knowledge and hands-on application.

 

This position requires a technical all-rounder with excellent communication skills.  We don’t require a fluent Russsian speaker but we require someone that is comfortable working in a foreign language context where English won’t always be available or you will be communicating with people that don’t have English as their first language. The ability to work effectively with local trades, technical staff and other embassies is essential.  This is an opportunity to work offshore and uniquely experience other cultures.

The full salary range for this role is $91,393 to $123,649 total remuneration, inclusive of our KiwiSaver employer contribution.  There will also be special provisions for working offshore.

 

 Who are we looking for? - Mā‎ wai te mahi nei?

 

We’d like to hear from you if you are an experienced facilities manager/tradesperson/building services technician with the following skills, attributes and experience:

 

  • A trade qualification in a construction, engineering (mechanical or electrical) or other technical discipline
  • High level of technical expertise with at least 5 years relevant industry experience in commercial or residential building services installation, overseas maintenance experience or other equivalent experience
  • Demonstrated experience managing and advising on risk management, asset lifecycle management, maintenance and replacement programmes
  • Strong proficiency in Microsoft 365 (including Teams, shared documents) experience in using cloud platforms and general cybersecurity practices
  • Experience in developing and implementing asset management and facility maintenance plans
  • Ability to critically assess and advise on commercial proposals, repair or replace decisions and integrate that into an organisation’s objectives
  • Commercial acumen – experience with contracts and their commercial implications
  • Familiarity and understanding of Government procurement guidelines
  • A proactive approach that identifies opportunities and promotes innovation and efficiency improvements
  • Current Drivers Licence

 

Local conditions in Moscow can be challenging, but there are plenty of opportunities to travel and to experience Russian culture.  The New Zealand and local team operate in a close, busy environment. Some Russian language proficiency (survival/basic working level knowledge) would be an advantage, but basic language training will be provided.

 

Ideally you will also have a good understanding of tikanga (Māori customs and protocols), with the ability to weave te ao Māori (the Māori worldview) into your work.  If you are just starting on this journey that’s OK too – as long as you have a willingness to learn and a desire to develop your cultural capability.  As a Te Tiriti o Waitangi partner, this is important to us and we offer training and support.
